Against the right fighter I think eubank could probaly win a world title he's not elite but you don't have to be to a win a world title in a 4 belt era Smith won one for example an he's not a elite. Crolla won one he's not elite. Ricky burns won 3 an he's not elite but they all had the right opponents. but at 33 he knows a few million quid over a fight for a belt for less is probaly better long term
