He needs to stay at 135 to get fights whilst he holds the belts. Otherwise, nobody will fight him because he is not a huge draw and hard to beat. At 135, he can bait Davis, Garcia, Loma, Stevenson (which would all be great fights).
If he does move up and vacated, he would automatically become mandatory for the WBO at 140 , so it’s not like he would be left out in the cold completely
Sometimes you just have to do it because you really can’t make the weight anymore
