      Hell no, he shouldn't rank above Cotto at Welterweight.

      Cotto has fought nothing but the top opponets in his division ever since he got there ; Quintana, Judah, Mosley, Margarito, Clottey. And he's 4-1 against them.

      Mayweather has only fought Judah, Baldomir, Hatton, and a blown up Super Featherweight at 147.

      Skillwise he's years beyond Miguel, but as far as accomplishments go ; he's still playing catchup.

              Floyd Senior actually has more welterweight fights on his record than Floyd Jr.. To be fair I'm unaware if those WW's were ranked at the time so it's unlikely a very significant piece of information. But it's definitely an interesting tidbit:

                It likely comes down to Ring giving Mayweather inscentive to fight Mosley. Placing Mayweather second among the Welterweights means if the two fight, the winner would become lineal champion. I bet the Holy Trinity of Goldenboy(De La Hoya, Mosley, Hopkins) are very happy to have Mayweather ranked 2nd as it gives them their best chance of securing the next fight with Mayweather instead of a Top Rank fighter. Anyone think Oscar has the ability to influence where a fighter lands in the ranking?
