He may be very wealthy on paper, but will not oversee his own finances. Floyd has always wanted to be seen as a "bidniss man", but without any business experience. Also, Floyd apparently doesn't read very well, so I would assume that his grasp on math is at a remedial level and relies on wealth management companies to invest on his behalf.

Potentially, much of Floyd's money will be have been put into long term investments that carry huge financial (sometimes criminal) penalties for reduced investment terms. So if Floyd had a sum of say 25% of his wealth as tangible funds/assets, he would use this to fund his lifestyle. However, any bad investments would be difficult to predict with the world markets in turmoil, so he may have a shortfall in his future financial security, which needs to be countered now.

A fool and his money are easily parted.
