They ranked Usykk #1 and Aj #2 once Fury gave up the belt. So the belt was between the #1 and #2 HW boxers for the Ring belt.

Which also doesn't cost a dime... So why throw that one down???

Joshua needs help and to take time off to get his team right, his head right and most of all find out what happened to his heart after he lost it in the Ruiz fight. He is human so he will make those type of mistakes. He needs someone in his corner who will be honest with him and get him back on track. However, at this point I do not see Joshua regaining those belts anytime in the near future.

The system that allowed him to pick up 2 more titles by beating a 40 yr old Klitchko who was coming of a loss and a long stretch of inactivity?
