To be fair, he had some funky disease and just came back after a layoff. They're probably looking to get belts and all the belts are held up with Crawford and Spence and they're just waiting it out.

The biggest problem is that most of the guys that we actually want to see them fight are part of different promotion companies and networks. Ennis is on Showtime, while Ortiz is part of DAZN and Golden Boy. With Ennis I suspect he’s waiting for Spence and Crawford to fight it out. I think he’s probably most intent on fighting Spence whether or not he’s champion by the end of it; his logic is probably that is Spence is champion he can at least get a belt out of fighting him, but if Spence has lost to Crawford, well then Ennis probably feels he can pounce on him while he’s presumably starting to decline. A fight between him and Spence is possible since they’re both with Showtime, none of the hassle of competing networks and promoters getting in the way.
That’s the same reason I say that Conor Benn is the biggest name that Ortiz could realistically fight in the near future since both of them are on DAZN.Comment
