Zhang is not even top 10 by IBF.

When Zhan - Hrgovic was scheduled in may, Bakole was not available, because he was scheduled to fight Yoka.

Hrgovic - Bakole is a good fight, Zhang not so much.

Bakole had contracted to fight so he can't complain. Ironically, I bet Yoka wishes he hadn't insisted on the fight.
