    I am not saying he is skilled enough, but how come Top Rank manages to make his brother Joet fight for the belt twice and a title eliminator whereas Golden Boy Promotions doesn't let Jousce fight anyone ranked in the top 10 in his weigh division.

    They are basically one year apart in age.
