It's close; I think Campbell is the best fighter either of the two has fought when you factor in size and skills. Leo Santa Cruz is lb for lb better but is head to head would lose to Campbell, and his 130lb title only came about because the WBA stole it from the real champion, and Tank couldn't stay in shape.
