What makes you think that? Pacquiao is an unorthadox, off-rhythm fighting southpaw with blurring speed and explosive power. His footwork ain't too bad either! The weight difference between him and Mayweather would be negligible at most.
Mosley on the other hand may pose some problems here and there but he's a shell of his former self and I could see Mayweather systematically breaking him down to take a comfy decision
