Thats not always the case. Anybody whose been around knows Floyd's "offers" were nothing but surface fluff to make it seem like you want the fight. Stuff that they knew Manny would turn down. Manny agreed to Floyd's ridculous testing demands and every other roadblock Floyd threw up and Floyd was still scared.
All for those guys to say, hey, we tried to make a fight with him but he turned it down. The old bait and switch tactic to look good in the media we know Floyd is attention whore #1. The truth is Floyd was scared Manny's risk value was too high they didn't want the fight at that time thats why they allowed Manny to say gtfoh so easy.
Look at that situation with the 40 million offer. As soon as Manny turned it down Floyd ran and got an interview with Stephen A Smith so he could plant the seed.
Stop it. It wasn't until Manny was ko'd his risk% and negotiating market value went down is when Floyd felt comfortable making the fight.
