I think anyone in a weightclass thinks about fighting the best fights of the weight class but whether or not that happens is a different story.
Look at lightweight for example. We could be seeing Lomachenko vs Davis, Ryan vs Cruz, while Haney fights Kambosos. But instead, it's Rolly and a hiatus? While Ryan ducks even his mandatory fights, so, these boxers or on a different script these days.

As far as Ryan, he's far too unstable emotionally. I don't think he warrants any attention until he actually lives what he talks. Meanwhile, let the other guys who are fighting handle their business and get the attention for doing their jobs.
