It sounds to me like Caballero is being more aggressive pursuing this fight than Juan Ma is. He already said that he would pay the sanctioning fees. What is Juan Ma waiting for?

To first beat his next opponent!!! What do people not understand about that?? If Arum were negotiating the fight with Caballero now then people would jump on him for overlooking his next opponent, regardless of the how dangerous he is.

And of course Caballero is being more aggresive. He is desperate for any kind of decent paycheck! That's why his fight with Mathebula was moved from Florida to Panama, cause the Panamanian government offered a little more for him to fight there. And good thing since he got a clear hometown decision on that one.

I'm sure he has made more then $500, as of now, this is the biggest pay day for both fighters, so Juanma should be happy too, he is going to have everything in his favor, purse, Cab is gonna pay sanctioning fees and it will be in PR,so why not make the fight now? (After Juanma wins his fight)

That is exactly what no one knows. JML has a fight ahead of him and they trying to sign a fight after that, you don't do that, look what happened to Zab vs Baldi, overlooked him. JML needs to stay focus, take care of his fight and then Caballero's promoter needs to talk to Arum and see what's what. I can tell you right now, I doubt all the bs Caballero talked will happen about fighting in PR, paying fees, punching him on the mouth when he sees him, blah, blah, blah.
