                If he was a bigger draw it wouldn't have mattered, he would still have to sacrifice in order to get the fight. Dibella wasn't going to let this happen for any deal that wouldn't benefit his fighter (which is what he is supposed to do). This multi-fight cross-promotional deal though goes to show you how shady these guys are. Had Devin not accepted everyone would have called him a duck, and you can bet there is an NDA in the negotiations so he wouldn't have been able to talk about this horrible deal

                      You're writing fanfiction dude. There is nothing "shady" about a deal that Haney negotiated and agreed to. It was worth it to him to give up the rematch location and sign with TR in order to fight for all the belts. That's what they were worth to Devin Haney, and that's what made fighting Devin Haney worth it to George Kambosis.
