Mayweather is no power puncher. He got hand problems, of course he wouldn't hit the bag full strength. Mayweather uses other ways of getting power like lifting weights. Mayweather is more importantly an accurate puncher meaning it doesn't take much strength for him to get a KO, he hit the other guy on the button and make his punches count. No big deal.
