Everyone's on performance enhancing drugs, so no, it wouldn't surprise. Ofcourse that doesn't justify anything. My opinion is, I don't believe Pacquiao is a cheater. Speculation doesn't surprise me either, it's rare to see a fighter move up and not decline in any department.

This goes for most fighters, not just Pacquiao.

Who moves up in weight and loses nothing....and actually punches faster, has more stamina, and hits harder as they move up.
