Well the exact words of GGG after the Brook fight were “he’s a good fighter but sorry, he’s not a middleweight” - and he’s right, he’s not

Kell had a lot of incentives to fight GGG at 160. He was struggling to land a unification at 147 and got the chance to fight for multiple world titles against one of the P4P best for a career high payday at the time.

Eubank on the other hand has no belts, not the celebrated fighter GGG is and the money Brook would get might not be as much as he got for Khan. So Brook doesn’t need to let Eubank have everything his own way. Eubank seems to be the one more desperate for the fight.
