Is Fury applying to fight as a FOREIGN BOXER to avoid UKAD?

At 5:35 Hearn confirms that Fury will not apply for a UK license but will apply to fight as a "foreign boxer" against Whyte in his "homecoming" fight.
Is he doing it to avoid UKAD authority cuz all UK licensed fighters are automatically submitted to UKAD 365 testing?

A homecoming fight for a foreign boxer, I guess?

It doesn’t matter some people just have that charisma to get out of everything. They laid out his punishment the last time he cheated and he still got off and no one blinked an eye.

His record still stands and BoxRec still hasn’t fixed the points he earned from the fight. If he was an American we’d get an article about this front page every 3-4months or an 10 page essay from Hauser.
