What the heck does that mean? The best way to make a fight happen is to go directly to that boxer and tell them you want to fight them. Am I missing something here?

...yeah I don't see things being any better for Andrade at 168, immediately he is talking about fighting Zach Parker which is exactly the same quality of fighters he been fighting
He might get the WBO at 168 after Canelo drops and he will spend the duration of his career fighting Mandatory's and fighting guys like Aslambek Idigov, Aidos Yerbossynuly, Erik Bazinyan... No he is not fighting Benavidez, Morrall, Plant or any of those guys whom Eddie can't even guarantee he can deliver for him because of Politics. Maybe Andrade vs Lerrone Richards can be a big fight in the UK or something eventually I guess but that would be a damn Snoozer Stylistically
