It would be tactical but ironically enough Floyd would be the aggressor in the fight, because he would have no choice, and that is why he would lose to Whitaker.
I agree. Whitaker would win a close fight where he made Floyd look foolish for enough rounds to win.
That would be 1 hell of a fight. Those who think it would be boring need to go watch Rocky part 100 because obviously they don't understand real boxing.
