Whyte picked Wallin from a list of opponents. He wasn't a mandatory that could be "ducked". Fury ducked the Klitschko rematch because he was contracted to fight Klitschko but tested positive again for PEDs in 2016 during the Klitschko rematch camp and so had to "vacate" the titles else he would have been officially stripped. He also tested positive the year before, in 2015. The same year he fought Klitschko. In fact, if he'd been banned in 2015 like he should have been, the Klitschko fight never happens.
When Fury returned to fight Sefer Seferi he actually cancelled numerous different comeback fights leading up to that. I think it was 6 comeback dates that he cancelled and switched opponents. So if you say Whyte "ducked" Wallin, then you have to say Fury ducked Klitschko as well as those 6 other opponents. That's at least 7 ducks using your logic.
