Most times in most divisions its just a straight final eliminator. They don't order an elimination tournament all the time. The last IBF mandatory at heavyweight was Pulev in a straight final eliminator vs Hughie Fury. No semi final eliminators preceded it. This time it was a final eliminator and it was offered to Hrgovic and Martin. Martin declined claiming being injured. It was then offered to Hunter who accepted. Hrgovic vs Hunter was then ordered as a final eliminator. Matchroom won the purse bid then Hunter withdrew. Then it was offered in turn to every fighter in the top 15 ( including no 10 Luis Ortiz ) and they all declined. Ortiz vs Martin was put together by PBC then sometime afterwards this suddenly became a semi final eliminator. Which means that the PBC must gave requested it, as the IBF would not order that as Hrgovic is entitled to his final eliminator, and Ortiz isn't entitled to an eliminator at all. But they sanctioned it as a semi final and now the winner gets to fight a final against Hrgovic. Please try to understand. It's not too difficult.
