            I would assume someone connected to Ortiz and Martin asked the IBF for this to be an eliminator since they're both ranked in the top 15.

              It’s usually the first two top ranked or next opponents available, that would be a great feat if Ortiz current ranking is 10 . This has to be for a match with Hrgovic or someone took a very lucrative envelope under the table .
