How come the COtto-Pacquiao press conference tour didn't go to phillipines?

I've been asking myself this. I mean, Pacquiao easily could bring a crowd of 10000 there, it stopped all over the usa and into puerto rico, why was pacquiaos hometown ignored that way?

I thought it was weird too, but the Phillipines is much further than Puerto Rico and is a foreign country. Puerto Rico is a territory. I'm not sure if that makes things easier, but it might.
