Because they know Beterbiev would splatter him around the ring and take his manufactured 0.

With Goldenboy funded judges, in Texas they can easily rob Bivol. Since Bivol is OBVIOUSLY terrified of fighting this clown like many people are implying... (10 thousand teenage girl eye rolls to that)
