An argument could be made that Beterbiev vs Bivol would be just as big.

Because entitlement culture people don't pay tabs, or fight the best, they think they above that. The culture mindset comes from all those years raised by the system without a father, when the matriarchal culture keep giving them stuff they never earned and never holding them accountable. It's a cultural failure, which is why you do not see certain fighters from America willing to fight the best or risk.
