You can see why Hearn would say this. Its easy to pick the bigger guy in Fury and obviously a promoter is going to back his fighter.

Personally I think Usyk the fave in the rematch. Fury is the fave over Joshua and Fury/Usyk is 50/50. They all need to fight though because they're great match ups and nobody really knows who beats who.
