I still rank Lipinets about 10th in the Jr Welters.

But I think something must have changed as Ponce's fight was billed as a final eliminator, and in interviews afterwards he was being asked how he felt about being mandatory. I recall Matias beating Dadashev in an eliminator and he thought that he became mandatory, but he didn't as khongsong won an eliminator for the no1 position and he became it instead. But I don't know if that was called as a tournament or not. The IBF have been a bit confusing in these matters.
I don't know why they changed up? As of now, Ponce is #1, and Matias is #2!

IBF setting up eliminator tournament at junior welterweight to determine new mandatory challenger

It’ll be awhile before the next IBF mandatory junior welterweight contender gets his shot; WBO mandatory Jack Catterall is officially next in line for the winner of Jose Ramirez vs Josh Taylor and the most recent mandatory, Apinun Khongsong, already got his ill-fated shot last September. Luckily, the sanctioning body has come up with a novel way to fill the time: a four-man tournament that kicks off with Subriel Matias vs Batyrzhan Jukembayev and Lewis Ritson vs Jeremias Ponce.

The IBF first ordered Ritson-Ponce in February; Matias’ manager revealed the tournament this past Sunday and various sources confirmed the news earlier today.

SUBRIEL MATIAS BREAKS DOWN JUKEMBAYEV TRIUMPH, TARGETS IBF 140-POUND TITLE

Matias says he will follow his promoter’s instruction on what is next, though he hopes for a shot at the IBF 140-pound title.

“My next target is whatever my promoter says but it should be the winner between [Jeremias] Ponce and [Lewis] Ritson. They are fighting another IBF eliminator for the No. 1 slot. I just won the No. 2 slot by beating Jukembayev,” stated Matias. “Maybe the winner between Ponce and Ritson fights me for the world title. It depends if [undisputed junior welterweight champion] Josh Taylor moves up or not. I’m ready for whomever.”

It's always a shame when this kind of thing happens in boxing. Especially for really talented fighters.

I read those at the time. I guess we'll just have to wait and see. Both parties are probably content to sit it out for now and hope they fight each other for a vacant belt, rather than an eliminator.

I hope that happens, but they might be waiting a long time! I sense that Josh Taylor might be fighting Teofimo Lopez after Catterall. He'll probably still be IBF Champion going into that fight.

                Possibly. That'll depend on Crawford.

I think it depends on Arum! Teofimo defintely wants Taylor, and Loma definitely wants Teofimo!

That's true. But Taylor definitely wants Crawford. The question is does Crawford want Taylor? I'm not so sure. I've seen him mentioning Thurman a bit lately.

I think Crawford should fight Vergil Ortiz Jr. if he beats Porter! I think that fight will be a bigger event than fighting Taylor, unless Bud wants to go to the UK?
