He is. he should have fought Lipinets for IBF interim, but he had visa issues. So Lipinets fought Clayton to a draw. Sooner or later IBF interim fight will be ordered again, because Spence fights very rarely.

That would be good, but it depends on when Spence is cleared to fight. I would imagine if he's ready to go the IBF will probably order Errols mandatory. Especially as Ugas is tied up for now. The IBF don't mess around.
