Whoever holds the "WBC Heavyweight Interim Champion" belt.
That's the way it's supposed to be. Interim Champs are supposed to be temporary and expected to fight the full Champion.

Sadly, far too much ducking recently with Interim Champs choosing not to challenge the full Champion.
