You have to look at both fighters past fights and managers to see what might stop the fight from happening, Mayweather has never had a problem in the past with purse he came to agreement with Hatton and De la hoya without any problem regarding it or the weight, While Pacquaio has had problems in the past with purse and weight with Hatton and de la hoya.

I think this has shown us that the people with the more ego that can keep this from happening might be Arum/pacquiao rather than Mayweather/Haymon.
