The article only says that Arum wanted the fight. It doesn't say anything about Pacquiao wanting it. I would happily bet all my points that Pacquiao had no interest in the fight whatsoever. He has far bigger fish to fry, plus they share the same trainer, plus they are friends. This is some weird game that Arum is playing.

But I believes Arum just playing with PBF inorder for him to be alarmed that he is not being considered by Pac camp. In that way, Arum expected PBF to openly challenge Pac and purse-sharing would not given emphasis so much, or PBF would not over-priced himself!
