Have you seen the fight and how it ended? Avanesyan was wobbled by one punch, and Kavaliauskas threw a barrage of punches, getting a TKO win. That fight could have gone either way, and Kavialiauskas got to fight Crawford. Avanesyan looks a lot better now than he did 4 years ago, he has developed significantly. As for world level, he actually held the WBA regular belt, same as Ugas before Ugas was promoted to super WBA status due to Pacman's inactivity.
I've seen Avanesyan from ringside and watched all his fights in recent years. I think he has a fair chance against Ugas, and he is better than the Khan or Brook that we saw against Crawford. For an eliminator he could fight a rematch with Kavaliauskas, or give Ennis a test. Should he beat either man, he is good enough for a fight with Ugas. Currently I only see Crawford and Spence as elite welters, and Avanesyan is in the pack somewhere below those two, alongside 5-10 other guys. Had he been well promoted and British or an American he would have been fed to Crawford already.
