I picked him because he won 102 fights, fought tough fighters of his era, had a classic battle with Henry Armstrong, 4 times undisputed middleweight champ.
Plus he invented the bolo punch, lol.

Pancho Villa, Flash Elorde and Ceferino Garcia were great, Pacquiao may have been the greatest. I'd still wait until his career is over.

Pancho Villa defeated numerous title holders in the flyweight and bantamweight divisions, his greatest win being the KO over one of the best fighters of all time Jimmy Wilde. It is unfortunate that he died early because he could have gone onto accomplish even more.

Ceferino Garcia was one of the great welterweight contenders of the era and went onto knock out a very credible middleweight title holder in Fred Apostoli. He was a terrific puncher.

Flash Elorde fought in the featherweight, super featherweight and lightweight divisions, 130 pounds being his best weight. He defeated featherweight champ Sandy Saddler in a non-title bout and reigned as the super featherweight champion for 7 years. He also defeated the great lightweight champion Ismael Laguna by a decision.
