These are the fighters that haven't won world titles, So Berto/Bradley/Khan type fighters are out.

Gamboa still counts as he has a regular world title because Chris John has the super world title and Gamboa the vacant title (Berto also beat a can for the title but has since faced Forbes, Collazo and Urango)

Some suggestions are; Lara, Gamboa, Rigondeaux, Mares, JCC Jr. Angulo, Ortiz, Kirkland, Jacobs, Ward, Dirrell, Martirosyan, Andrade, Brook, Peterson, Korborov, Wilder etc.

I may put a poll up depending on whether there is no general consensus.
