The answer is that it's because all the sanctioning bodies stink, especially the WBA and WBO.

Sunshine?, lets not resort to name calling on an opinion debate. Maidana record is full of nobodies, he loop his punches and can be put down. It is obvious that you are a Khan fan and rather watch the guy fight his way to greatness you rather him take the safe way for him to win. If I'm paying to see him I want to see him in competitive fights. Fighting second tier fighters is not gonna improve him.

As long as he fights a top 10 fighter (in The Ring's rankings) after his mandatory, I don't see the problem. You can't expect him to refuse to fight his mandatory and be stripped.
