Apps, as with all internet services/advertising provide far richer analytics than old school broadcast ever could, Nielsen ratings were always a bit of a guestimate based on a fairly small sample size, with apps they know exactly how many streams were requested, when they are terminated, etc.
The issue for outsiders is that data is internal as the companies don't need Nielsens to compile it.
In regards to selling inventory to advertisers, broadcasters would prefer content is 100% consumed via an app as it allows individually targeted ads, thats the whole reason Alphabet & Facebook are worth trillions.
