I don't think I've ever seen or heard the phrase "He/she is a disgrace to the white community". Just an observation.

In sociological terms it'd be an in group / out group kinda distinction and a subtle indicator of the balance of power, norms and divisions within a society... In short people in the US don't generally refer to the 'White Community' specifically because the unspoken background narrative is that white folk (presumably law-abiding Christian, non-LGBT+ white folk) are 'the community'. Out groups whether racial, religious or gender based are presumed to have or claim different sets of needs or beliefs and be in some way seperate and distinct from the 'in' group.

The way language is constructed always has significance beyond the actual words used, least, how I see it, and in this case it points to the perception of 'the black community' (as if there's just one single 'black' community) as being an out group vis-a-vis the majority. Entirely the same concept that people so often feel the need to identify members of an out group as almost the first thing they do... It's not just 'a man' unless he's white... it's always 'a black man', 'a gay man' or whatever and with repetiton the assumption will become that it's an in group member unless specified otherwise. I'm put in mind of that Morgan Freeman interview - what was it? 'I won't call you a white man and you stop calling me a black man'..
