Rigo, took step aside money so that Nonito Donaire and John Riel Casimero may unify the WBC-WBO world-titles, I guess hes free to fight Naoya Inoue. Guillermo Rigondeaux, is currently working with PBC, and so is John Riel Casimero ; its funny that those two are not talking about Inoue 'Crossing the street', considering that Naoya Inoue is with Toprank, but I digress.
Bob Arum will likely block Rigo from fighting Inoue, I cant be sure but I think that Toprank gave Rigo the boot. Anyways, Rigo is getting every penny he can get, he does not have much time left. The gif is to remind the fans that Naoya Inoue is not interested in phony titles.

Belts are meaningless.
But the name stays.
Rigo is undefeated at bantam and superbantam.
He's miles better, legacy-wise than the next bum Inoue fights.

I doubt that Bob Arum will take a risk on useless Guillermo Rigondauex taking the IBF-WBA back to PBC. I'm pretty sure Bob hates the thought of working with Rigo, considering he could not force HBO to air Guillermo's fights. So anyways, Rigo has the winner of Donaire vs. Casimero, but that complicates Inoue's goal of becoming undisputed ; I'm guessing Al Haymon wants a piece of the Bantamweight crown to stay with PBC.
Maybe Al Haymon sends Gary Antonio Russell jr. to attempt snatching the IBF-WBA off Inoue, considering hes #1. with the WBA, I dont know whats this talk about becoming undisputed is all about, there seems to be political obstacles in the way.

Yeah I agree. I think the best plan is to duck Rigo and let him fight the winner of Donaire vs Casimero.
Inoue's plan should be to fight a big name whether champion or ex champion. He could always fight one of the dudes at 115 since those dudes are said to be future hall of famers like estrada or choco. Or the no-names champions at 122 is also an option.
The most important thing is to stop fighting bums.
