They are pretty much the same size, Cotto is just a natural welterweight while Pacquiao hasn't proven it yet. He has proven himself at 140 so 147 isn't a stretch.

And second they are the same size, but the 8-10 pounds Cotto have over Pacquiao Fight night!!!!
