Depends what you determine as being "The Best". Fights aren't always determined on who has more tools in the box more than who can will it out as we've seen recently.

Is marquez more technically sound than Cotto? Probably. But does that mean Cotto stands less a chance of beating Pacquiao? No way...

comparing boxing I.Q.s of JMM and Cotto is like comparing the sun to the moon... JMM is much brighter, that said, cotto ain't too shabby.

the only reason why cotto doesn't get smashed by pac is because cotto has a considerable size advantage and should be able to walk through pac's best shots and hurt pac with only a few punches.
