Pac is the WBA "champ in recess". There's only 1 other champion in recess going around for the WBA(Charr at Heavyweight). I'm sure that's good enough to make it a unification bout so that Spence can skip the same day weigh in.Comment

It's a unification. Manny was never stripped. WBA played it safe by designating him as "champion in recess". Check Boxrec. The Spence-Pac fight is for 3 belts (WBC, WBA, and IBF)Comment

Oh they can. Ugas never fought for the super belt. Ugas didn't defend it. If Ugas had a fight lined up and scheduled, the belt would've stayed with him. And the WBA would've made sure of it. Instead of fighting an opponent, Ugas was dancing and celebrating for an email belt that he didn't even fight for. Shame really.
The status of the super belt is unclear. According to Boxrec, they took the belt away from Ugas. But it was not returned back to Pac. But one thing's clear is that it's up for grabs whoever wins between Pac and Spence.Comment

It is a unified bout since Spence has two belts. So it doesn't matter if Pacquiao in the champion in recess or is reinstated as the super WBA champion.
Spence didn't have a rehydration clause vs DSG, and he didn't have any titles of his own.
