When Haymon starts allowing his title holders to fight rival promoters fighters, you might be able to actually make a case for Crawford ducking. Until then You have nothing. Haymon title holders are in house fights only.

Only time Bob will be willing to put Crawford in a high priced fight is if the other company covers for their fighter or he gets a big site fee in the Middle East. If not? He’s being waited out. Happened to GGG, Rigo, lots of guys. They have a built in “other side of the street” excuse and clearly have no intention of fighting him.
