Not happen or (b). will be well past its expiration date ala Mayweather/Pac.
So is it safe to say that Spence vs. Crawford is never going to happen?

Did you ever think it would? Al Haymon doesn't risk his title holders in fights with rival promoters. He wants to be boxings UFC with his own PBC belts, he needs the majority of the major orgs titles to make that happen. He took a risk with Wilder, so he could claim to have the "lineal" HW, that didn't turn out so great. -
No, it can still happen. That's the fight TR would be fine putting on since they wouldn't be assuming all of the risk. That's why they were only fine with the fight taking place in the Middle East where they would have gotten a massive site deal. If you put Crawford vs Pacquiao stateside, then they are responsible for any potential loss on the fight. Trampler already said that if Spence/Pacquiao happens, PBC would be in charge of paying Spence and they would be responsible paying Crawford.
This is also when Porter asked for the fight, they did not pursue it one bit since that's not a dual-PPV type of fight and it would be under TR's watch.
