What really happened between Bud,Arum,& Pac?Do you consider it a duck?

I remember hearing that Bud turned down the Pac fight,& I remember Arum even saying he didn't want it because Pac was too old then fast forward & Bud is not only after that fight,but hes refused other fights in favor of waiting out only for investors to supposedly back out(I think anyone could've predicted that as Pac was the only proven ppv draw bringing fans to that arrangement & NoBody wants to lose money)

But anyways I wish someone can enlighten me if I'm missing anything,& we can decide if Bud made the worst career decision ever,& duck or if he should be given a pass?(please don't bring Canelo up,I shouldn't have to say this but this should have nothing to do with him,it has only to do with the high standard all fighters should be held too(especially talented elite champs like Bud)

When he had the WBA it was a duck. An old fighter without a belt is just an old fighter looking for paydays. FMW and Manny should just rematch on Triller. Their work is done.
