Oscar De La Hoya by absolutely no doubt. That's one of the reasons i've never been a big RJJ fan. Yeah, he beat my boy Toney and some others, but for the most part i always though a lot of other fighters fought way better and tougher competition.

De La Hoya fought Whitaker,Chavez 2x,Mosley 2x,Vargas,Pacquiao,Mayweather Jr.,Ike Quartey,Ruelas,Trinidad,Mayorga etc. etc. To me that's what makes a top level fighter, win lose or draw you actually have to fight some real competition over and over.

dlh has about 10 HOFs. while i don't think RJJ will go for more than 4-5 on his...and this is counting tito, a fight that should have never happened

Roy for the most part fought who he was supposed to fight and did win a heavyweight belt, but the competition Oscar fought, even though he lost a few, is leagues better.
