Can a steroid cheat rally be PVP #1?

Canelo was busted for steroids, this isn't a rumor its a fact. (I knew he was juicing before he got busted and so did Golovkin).

So back to the original topic, can a PED user really be P4P #1? Is it ethical in the sweet science?

When nationalistic behavior gets in the way of logic, you get a fighter like Canelo. People are making videos comparing him to prime Jones at 168-175 and saying he'd compete, dragging his slow feet in a high guard.

        Mayweather
        Mosley
        Roy Jones Jr

Were all juiced up and at the top of the P4P rankings.
