Well theirs places like for example in Poland were as soon as they get the death penalty they get marched out of their and shot behind the ear.
The way it should be in open and shut cases.

So basically the way it works apparently is that if hes tried & convicted,he would then be eligible for the death penalty in the sentenceing phase. This document is the feds putting it on record that the charges their bringing are punishable by death under fed law.
