The NYSAC and NBA didn't publish top ten rankings bud. They published their lists of "outstanding boxers" every four months or about, but often those were just a few names. For example in 1950 when Ezzard was champion the list of outstanding boxers published December 27th had only Joe Louis and Lee Savold on it.

It's fair on one hand. Marciano hadn't fought a 'ranked' opponent yet by then, but on the other hand Marciano wasn't being published by the NBA as a ranked boxer either.
Conversely, Efe enjoys the 11th rank on both the WBA and the WBC after having fought no one. So again, hope he earns his spot sooner rather than later.
