How come Andrade never made himself 168 WBO mando to BJS from 2019?

If Andrade truly believed that BJS “sneezed” his way out of the initial Andrade fight, how come he didn’t chase BJS in 2019? Even if BJS vs Andrade 168 miraculously failed again then Andrade would’ve done another vacant attempt and become a 3-Division Champ. Was Andrade scared of Hearn as he was told where to stay put?
